Sanford commission approves multiple procurements and budget amendments including $446,913 change order

At its Feb. 10 meeting the Sanford City Commission approved a package of routine and capital items that included a significant change order, public-safety equipment purchases and several budget amendments.
Key approvals included a budget amendment and associated change order (Resolution 33-34) to fund a construction change order to Universal Contracting Construction not to exceed $446,913.25, to be funded from third-generation sales tax reserves. Staff presented the procurement and said the additional funding was needed to complete ongoing construction work.
The commission also approved a sole-source procurement to Biola Water Technologies for hydro-technology filtration filters in the amount of $62,851.49 for the North Water Reclamation Facility after staff completed a 15-day sole-source notice and a prior solicitation produced no viable alternative bidders.
Public safety items approved included Resolution 33-46 to purchase a Meridian Rapid Defense barrier trailer kit ($133,365.63) with annual certification training, and Resolution 33-47 to amend the budget to replace three patrol vehicles (roughly $240,000). Staff noted hybrid options were being selected for fuel savings when available and said the city recovered about $98,000 in insurance subrogation this past year related to city equipment damage.
Smaller items approved included Resolution 33-45 (an amendment of $6,500 for smoke detectors and fire-safety informational flyers) and a local agreement among Sanford, Seminole County, Lake Mary, Longwood and Oviedo for opioid emergency medical services payment procedures.
Most procurements and resolutions were approved by unanimous voice vote with limited discussion; police staff answered commissioners’ questions about barrier usage and provided examples of prior local use at parades and events.
What’s next: Staff will implement approved procurements per procurement rules and return any required reports to the commission per standard purchasing and budget procedures.
