Sanford commissioners voted on Feb. 10 to advance on first reading a comprehensive rewrite of the city's Land Development Regulations (Ordinance 48-19), a staff-led overhaul intended to improve transparency, cut redundancy and make the zoning and development process easier to follow.
Planning staff told the commission the rewrite reorganizes material into seven articles, adds a table of contents and clearer submittal requirements, and reduces the document from roughly 111 pages to 95 while incorporating recent state statutory changes. "We added clarity and put processes in writing so when people ask 'where is that in the code,' they can find it," a planning staff presenter told the commission during a slide presentation outlining the changes.
Why it matters: The changes affect how residents, developers and city staff navigate pre-application meetings, subdivision procedures, development approvals, zoning amendments and the fee schedule. Staff said the rewrite also introduces tools such as transfer development rights and formalizes sufficiency standards and site development permit language that previously relied on unwritten practice.
Commissioners asked detailed procedural questions about how the revision was produced and whether planning-and-zoning recommendations were incorporated. One commissioner said the material arrived in a dense packet and asked for more time to review: "I'm receiving a lot of information ... and I'm going through the documentation myself," the commissioner said, asking for redlines and a chance to listen again to Planning & Zoning discussions before the next meeting.
Staff responded that they held multiple weekly meetings during the revision process, took the work to three planning-and-zoning public sessions and incorporated most P&Z recommendations. The presenter said the team also reorganized content to follow the actual sequence of development approvals and added a new submittal matrix and chart to guide applicants.
The commission approved the ordinance on first reading by vote and added a requirement that notice of CAP (conceptual application/presubmittal) meetings be forwarded to the mayor and commissioners. Under the procedural schedule discussed at the meeting, commissioners will have the statutorily required interval between readings to review the changes before the ordinance returns for final action.
Next steps: The ordinance advances to second reading for final consideration, during which commissioners may propose additional edits or delay adoption if more review is requested.
