"This resolution will incentivize more families to provide their own transportation versus utilizing the contracted transportation vendor, reducing overall program costs," she said.
Why it matters: Warren County Health administers state-mandated EI and CPSE services. Janelle told the committee that in 2024 the county had about 397 preschool children eligible for transportation and about 198 early intervention cases. She said the contracted vendor costs roughly $98 per child for typical trips and about $292 for children in wheelchairs, so reimbursing parents at the proposed per-child rates would be less expensive for the program even after state reimbursement.
Janelle also noted the state reimbursement levels reported to the committee: approximately 49% for early intervention and about 59.5% for the preschool program. A committee member asked whether the expense was already anticipated in the budget; Janelle said it is an entitlement program and staff had included best estimates from prior years in the current budget.
The chair moved the item to the floor (moved by Supervisor Bruno; seconded by Supervisor Mayday) and the committee approved the resolution by voice vote.
