Bellbrook‑Sugarcreek board approves $41.4M permanent appropriations, reallocates athletic fee proceeds and approves routine contracts

The Bellbrook‑Sugarcreek Local Board of Education approved permanent appropriations of $41,408,325 for fiscal year 2024–25 at its June 28 meeting, with a general fund portion of $35,247,450, the treasurer reported. The board voted to adopt the appropriation resolution by roll call; one board member was absent for the meeting.
Treasurer’s remarks said the appropriation total represents roughly a 5% increase over last year, driven by inflation and rising costs for services such as Montgomery County ESC support for therapies, preschool services and several new positions. The treasurer noted that federal grants are not included in the appropriation total and will be added as they are approved during the year.
In related fiscal actions, the board approved the district’s list of blanket and super‑blanket purchase orders — annual and quarterly spending estimates for large vendors, utilities and services that must be authorized before the fiscal year begins. The board also approved amendments to the 2023–24 appropriations to reconcile mid‑year spending, including moving expenditures for school buses and a track/football field surface into the correct funds.
The board approved a reallocation of Bellbrook High School athletic participation fees to give the athletics fund more of the per‑participant revenue. Under the change, the breakdown for high‑school participation moves from $150 to the general fund and $150 to athletics to $100 to the general fund and $200 to athletics; staff said the change requires no increase to fees and is intended to help the athletic department recover COVID‑era losses.
The board approved a 2024–25 amendment to the district’s five‑year contract with Sodexo for lunchroom services and accepted a small price adjustment to student lunch pricing; staff clarified the increase is 25 cents (not 25 percent). The superintendent reported the long‑time food service director has resigned and taken another position outside the district.
The meeting also included a consent agenda of personnel actions — certificated and support staff hires and resignations, including several extracurricular positions and building administrators — which the board approved by roll call.
The board approved a recommendation to retain outside legal counsel for a privately funded high‑school weight‑room building project; the board agreed the cost will be borne by the district and that a specialist attorney (named during the meeting) will handle project legal work.
The board concluded its business after entering executive session on personnel matters and then returning to adjourn.
