England School District board reviews finances, approves consent agenda

The England School District board reviewed its monthly financial reports and approved the consent agenda and finances during its meeting.
Board discussion focused on fund balances and payroll timing. A staff member responsible for finance (Staff member, first heard at SEG 008) said that the district typically posts payroll as direct deposits and that the bank reconciliation and the detailed statement of changes in fund balances provide the most accurate snapshot of funds. "When I forgot to post the payroll, that was just direct deposits," the staff member said, explaining why December looked different on the reconciliation. The staff member also said the district pays nearly $500,000 a month in salaries and that some liabilities do not appear on the balance sheet until paid.
The board asked for simpler monthly summaries showing current assets and current liabilities. One board member (Committee member, first heard at SEG 010) asked for an Excel-style report that would make trends easier to follow over several years and requested a one-page summary of total balances. The staff member said the system is not set up to present all liabilities together and offered to provide the budget spreadsheet that shows what is budgeted and what remains.
After review, a board member moved to approve the consent agenda and finances; another member seconded, and the motion was carried by recorded ‘Aye’ voice votes in the transcript. The district will continue soliciting additional information from staff and asked for a follow-up summary that more clearly separates fund balances and liabilities.
Next steps: staff will prepare the requested monthly summary reports and circulate any incoming foundation funding information when received.
