- Rotomill resurfacing contract: Award of Contract 2024-2 to Wyoming Excavators for rotomill resurfacing was approved (low bid read at $3,773,037; total not to exceed $4,988,465) for multiple street segments under the Bridal Streets program. (Motion passed by voice vote.)
- Construction management/FMD projects: Commissioners approved a $25,000 escrow/construction agreement to support public water main and storm sewer work at 901 W Fulton, a construction management agreement for the Kendall Street Fire Station (not-to-exceed about $8.19M), and an increase ($2,011,784) to the McGraw Construction management agreement for ADA/access upgrades at 300 Monroe (total not-to-exceed $3,195,070); funding sources for the 300 Monroe increase include capital improvement funds, county facilities funds, ARPA and parking funds with an anticipated county reimbursement of ~$1,032,856. - Easements and encroachments: The Commission approved a facility encroachment agreement with CSX for water system work (estimated CSX cost $3,200 to be covered by contingencies), a utility easement at 840 Livingston, a nominal $1 easement to Consumers Energy for Division Avenue reconstruction, and accepted two water main easements at 5905 Broadmoor ($55,379) linked to a pump station project serving Caledonia Township. - Fireworks and special-event permits: The Community Development Committee approved fireworks discharge permits for two events (20 Monroe cold-spark display and ArtPrize pyro display at Gillette Bridge) and the Commission designated ArtPrize 2024 as a city special event (Sept. 13–28). - Traffic Management CMAQ grant: A congestion mitigation and air quality (CMAQ) grant agreement with MDOT for the regional Traffic Management Operation Center (total project cost $670,000; $536,000 CMAQ plus $134,000 local match) was approved. (Motion passed by voice vote.)
- Election voting sites: The Commission approved early voting sites (four early-voting locations: one per ward and a downtown site at DeVos Place Hall B) and an updated precinct location for Precinct 11 (Crossroads Bible Church). (Motion passed by voice vote.)
