At its January meeting the Sanford City Commission approved multiple ordinances (first readings where noted), resolutions and budget adjustments. Major items approved included:
- Ordinance No. 48.12 (first reading): amendments to the city’s comprehensive emergency management plan. Approved on first reading with no public comment.
- Ordinance No. 48.13 and Ordinance No. 48.14 (first readings): matters related to clearing title on the former Catalyst site and repealing the Community Redevelopment Article (see separate coverage of the Catalyst site actions).
- Ordinance Nos. 48.15/48.16 (agenda numbering clarified in discussion) (first reading): new code provisions addressing disruptive or threatening conduct at city meetings and facilities; created trespass‑warning process and appeal pathway.
- Ordinance No. 4,817: rezoning of about 6.91 acres at 275 Merck Road to allow a mixed‑use PD (approved after a quasi‑judicial hearing).
- Airport Authority budget request: staff recommended and the commission approved increases to the Sanford Airport Authority’s FY2024–25 operating and non‑operating budgets of $980,890 and $225,000 respectively, to be funded from restricted PFC revenue and authority reserves.
- Resolution No. 30329: directs staff to continue title‑search and clearing actions for the former Catalyst property.
- Resolution No. 30330: updates to city utility system rates and fees (approved; item had been discussed previously).
- Resolution No. 3331: a resolution urging the Florida Legislature to consider a public‑records exemption for municipal elections and code‑enforcement staff functions (approved).
- Resolution No. 3332: acceptance of an Edward Byrne Memorial Justice Grant to purchase forensic equipment for the police evidence technicians (approved).
- Resolution No. 3333: amendments to the fire department budget and two memorandums of understanding to make firefighter salaries more comparable; approved.
Several smaller items — including minute corrections, routine consent items, and multiple commissioner discretionary donations or reallocations — were also approved. When public comment occurred it included a CDBG board chair urging the city manager to attend a board meeting, a resident asking for speed bumps on East 20th Street, and a representative of a local flying club warning about third‑party ADS‑B billing practices that could affect general aviation.
Most measures passed unanimously during the meeting; several were first readings and require subsequent actions or administrative follow‑up.
