The Ottumwa Comm School District board approved a staff request to purchase a used John Deere compact track loader and moved forward on bond paperwork to finance ongoing facility improvements.
Maintenance presentation and approval: A district maintenance staff member (S4) described a used John Deere skid-steer (a 2019 model described as approximately half the price of new) and asked the board to approve the purchase for tasks including snow removal, unloading semis, small concrete and asphalt repairs, landscaping, stump grinding and other grounds work. A board member moved and seconded the motion and the board approved the purchase without additional discussion.
Bond resolutions: John (S10) presented two items to resume a sales-tax revenue bond offering for facility improvements. The first was a resolution that fixes the date of sale, approves electronic bidding procedures and approves an official statement to send to potential bond buyers; the second was a reimbursement resolution allowing the district to reimburse itself for project expenses incurred before bond proceeds are received. John said the board delayed finalizing the items while waiting for updated state projections of sales-tax receipts per student, which came in higher and improved the district's financing position. Both motions were seconded and approved. John said the district expects sale results and a closing in late September or October and that the board will receive one further meeting with sale results before closing.
Why it matters: Approving the equipment purchase addresses maintenance and facilities needs; approving the bond procedures and reimbursement resolution lets the district finalize financing steps for capital projects already underway (notably high-school work) and reimburse eligible expenses.
Next steps: The board will receive sale results in a future meeting and close the bond transaction later in the fall. No vote tallies were recorded on the public transcript; each motion was passed after a motion, second and raised-hand vote called by the chair.
