Brown County board adopts resolutions to allow bonds for HVAC and athletic-site upgrades

The Brown County School Corporation held a public project hearing and on motions adopted three resolutions authorizing the district to set maximum borrowing amounts for two capital efforts: HVAC upgrades for Van Buren and the high school and a separate athletic-site improvement package that would add restrooms, a locker room, concessions and a new turf/track surface.

Bond counsel Kristen McClellan of Ice Miller said state law requires a public hearing when a school corporation proposes to spend more than $1 million on a building project, and the resolutions before the board establish the maximum amounts the district may borrow. The board moved and approved the project and site resolutions and a federal-law reimbursement resolution that lets the district use operations or rainy-day funds for initial costs and later reimburse them from bond proceeds.

Why it matters: the resolutions clear the procedural steps needed to issue bonds and begin procurement and design processes. The underwriter’s preliminary estimates put the building (HVAC) hard-and-soft construction costs at about $6,000,000 (total borrowing shown in the presentation as $6,165,000 including estimated $165,000 issuance costs) and the site project at about $6,050,000 (total shown as $6,215,000). The underwriter said the district’s goal is to structure the issues to remain at or below the historical total tax rate of 0.5787; compared with the district’s 2025 rate, the analysis showed a possible net increase of just under six cents.

Financial context and refunding: the board’s financial adviser walked through outstanding debt and a proposed refunding of 2014 bonds, noting roughly $3,545,000 of principal remains and that a refunding at current market rates could yield about $75,000 in net savings after fees. The adviser cautioned that final savings will depend on market conditions and that formal authorization would come at a later meeting.

Public comments and concerns: members of the public and local coaches spoke in favor of the athletic improvements and urged the board to proceed. Joel Lewis expressed environmental concerns about chemical runoff and “turf marbles” and urged ADA compliance and broader community access, saying, “We need to upgrade. We need to be ADA compliant.” A local coach said improved facilities would energize student participation and community events, adding, “I believe if you build it, they will stay.” Brian Gabriel, an alumnus and former coach, and other community coaches voiced support for multipurpose turf and band accommodations. John Tiernan, a youth coach, asked the board to align capital investments with maintenance capacity and warranties, warning that replacement costs and narrow track footprints warrant longer-term planning.

Board action and votes: the motions to adopt the project (building) and site resolutions and the reimbursement resolution carried on roll-call votes recorded in the meeting. The building-project resolution passed with affirmative responses recorded for Doug, Carol, Vicky, Andy and Judy. The site-project resolution passed with recorded 'Yes' votes from Doug, Carol, Vicky, Amy and Denise. The reimbursement resolution passed with recorded 'Yes' votes from Doug, Kara, Wendy, Andy and Judith.

Next steps: bond counsel and administration said additional resolution votes and formal authorization to sell bonds are expected at the March 17 meeting; the district will move forward with RFQ/RFP and design-build procurement for athletic-site work and continue guaranteed-energy-savings procurement for HVAC through Performance Services. The board noted the project period adjournment date as 06/29 and said it will continue to work with advisers to look for efficiencies while meeting educational needs.
