Blue River Valley school board adopts 2025 budget, authorizes up to $500,000 transfer and accepts grants

The Blue River Valley School Board on Oct. 14 adopted its 2025 budget, approved a one-year transfer authorization of up to $500,000 from the education fund to the operations fund and accepted several grants and donations.
Board President summarized the budget figures presented to trustees, saying the district’s rainy-day fund was set at $400,000 and that debt service appears in the adopted budget at about $1,000,008.84. He told the board the tax levy for the coming year totaled about $1,912,212, with an associated rate near 0.9561 cents. The board voted to adopt the 2025 budget as presented.
In a separate resolution the board authorized the superintendent/finance officer to transfer up to $500,000 from the education fund to the operations fund for calendar year 2025. "The total anticipated maximum amount to be transferred is $500,000," the Board President said, adding that statute permits transfers up to 15% of the education fund and that the typical practice at the district has been nearer 10–11% of the education fund. The board approved the transfer authorization by voice vote; the resolution is intended to provide cash-flow flexibility and would require the board to return for additional approvals if transfers approached the maximum.
The board also adopted a capital projects fund plan and a bus-replacement plan that calls for purchasing one large bus (and potentially a minibus) as priorities for the coming year.
Trustees approved routine business items including the October financial report (Resolution 2024-10-1), payment of claims (Resolution 2024-10-2) and a personnel report listing the resignation of Taylor Casey (high school science teacher, effective Oct. 4), hiring of paraprofessionals Brooke Morris (effective Sept. 24) and Hunter Fields (effective Sept. 27), and resignation of another paraprofessional effective Oct. 4 (Resolution 2024-10-3). The board also approved an extracurricular-resolution noting Taylor Casey’s resignations as junior high cheer coach and high school assistant cheer coach.
The board accepted a donation from American Steel Carports to cover a tennis-court structure and approved an FFA reimbursement of $170 to cover registration fees for two staff members. The board approved an elementary overnight field trip to Flat Rock (dates on the form: May 1–2) and approved a student transfer list dated Oct. 14.
On grants, trustees accepted a competitive robotics grant awarded to the district for $17,196.62 (July 1, 2024–June 30, 2025). The grant is designated for robotics coaches’ stipends, kits, supplies and registration fees and requires district-approved spending consistent with the grant application. "We were awarded in the competition $17,196.62," the grant presenter said. Trustees also accepted a state-allocated high-ability grant of $22,432 for AP support, building-level coordinators, academic-team costs, CogAT assessments and related programming. The presenter noted the grants included required local matches or in-kind contributions from community partners. The board voted to accept and spend both grants.
What’s next: The board president reminded the public of a student-led candidate question-and-answer forum for board candidates scheduled for Oct. 22 (location to be determined) and adjourned the meeting until November.
