Board reviews updated intergovernmental agreement with Wilmette police on data sharing and SRO camera use

Mr. DiMonte presented an updated intergovernmental agreement (IGA) between Wilmette SD 39 and the Village of Wilmette police that memorializes how the two agencies will share information and partner on safety matters.

DiMonte said the agreement clarifies when the district and police may exchange information and reiterates applicable privacy and confidentiality laws. He emphasized the agreement affirms the district's role in student discipline under the student code of conduct while noting the police retain their law-enforcement role for criminal matters.

On body-worn cameras: The IGA includes the police department's protocol for when officers activate body-worn cameras and states the SRO officer's camera will be inactive for the majority of time unless there is a call for service or law-enforcement encounter. On school security cameras: the agreement allows limited access to district security camera feeds in emergency or imminent threat circumstances.

Other operational items: The IGA authorizes keys and proximity access to district buildings for patrols and training, describes occasional overnight patrol familiarity walks, and sets a one-year term with automatic renewal in successive one-year periods unless either party provides 30 days' notice to terminate. DiMonte told the board the agreement can be updated or cancelled at any time by either party.

Board members had no substantive objections at the review and thanked staff for the work to clarify the partnership.
