North Harrison board awards $4.38M elementary bid, approves $2.999M CTE bid; bonds cover projects

The North Harrison Community School Corporation board voted June 13 to award the base bid for the new North Harrison Elementary to James L. Shireman, Inc. for $4,380,000 and to award the base bid for the district’s career and technical education (CTE) facility to Cypher Construction for $2,999,000.
Freed, the district official who read bid results to the board, said the elementary base bid was the only bid received for that project and recommended awarding the contract to Shireman. Board members discussed the result in light of an earlier architectural estimate of about $3,600,000. "We were ballparking 3.6 and accepting this bid tonight for 4.38," Freed said, noting estimates can change because of multiple factors.
On the CTE facility, Freed read three bids and recommended awarding to Cypher Construction. A board member asked about the difference between the earlier estimate ("My recollection is $2,500,000") and the submitted bids; Freed said estimates are "very rough estimates depending on several different factors" and offered to provide additional cost breakdowns.
Freed also told the board the district sold bonds and reported net proceeds deposited to the construction account of $8,065,536.49. With the two projects combined, the district’s current tally against that construction account totaled $7,379,999, Freed said, leaving the bond proceeds sufficient to cover the two awards as presented.
Board votes: the elementary award passed 4–1; the CTE award passed unanimously, 5–0. Board members asked staff to provide follow-up information on how the architectural estimates differed from bid results and on the project timeline. Freed said the construction teams "are ready to start construction tomorrow."
The board’s approval authorizes staff to move forward with contract execution and scheduling; specific contract terms, change-order allowances and construction timelines were not read into the record and were described in the board packet.
