The Brockton Conservation Commission voted Dec. 17 to issue an order of conditions for a buffer‑zone enhancement plan at 0 Franklin Avenue, including special conditions for markers, erosion control and multi‑year monitoring.
Agent Kyle summarized the proposal: moving on‑site loam to level depressions, planting nine shrubs/trees on the resource side of the 25‑foot buffer and seeding with a New England conservation wildlife mix. Ken Thompson, the botanist representing the applicant, and Kyle discussed options for markers (post stakes or post‑and‑rail) and erosion controls around the fill pile. Kyle recommended markers along the 25‑foot buffer and a standard monitoring regimen that includes a report after planting and two annual reports to document establishment before final certification.
Commissioners agreed the plan addressed previous concerns, asked for clear marker placement, and added a special condition requiring the disturbed area to be stabilized (seeded to lawn or other noninvasive cover) after the loam is spread. The commission voted to issue the order with the outlined special conditions by roll call.
Kyle said staff will specify exact marker locations and the monitoring schedule in the order. The condition set requires the planting report after installation and subsequent reports following each of two growing seasons before the project can receive a final certificate of compliance.
