Committee forwards loans, contracts and budget amendments to full board

At its Nov. 18 meeting, the Orleans Parish School Board budget and finance committee approved motions to forward a package of action items to the full board for consideration.
Items the committee moved to the full board included a request to approve a school facilities revolving loan agreement for the Voorhees Jackson Waters campus — a window-replacement project in the amount of $1,538,328.32 — and a revolving loan for roof replacement at Ellis Marsalis campus in the amount of $850,301.88. The committee also approved moving a second amendment to a governmental-relations contract (a $95,400 renewal for the 2026 term) and a zero-dollar second amendment for disaster-recovery grant administration services to the full board.
The committee approved sending a donation acceptance to the full board: Country Music Association Foundation funds of $18,000 to support district fine-arts programming. It also moved multiple construction awards and state-contract purchases — including sidewalk replacement at Alfred Lawless School ($113,700), an HVAC replacement at Dr. Everett Williams School ($314,900), ADA improvements at William Gust School (about $709,311), and several chiller/compressor replacements under state contract for Meador Nelson, Mary McLeod Bethune and John F. Kennedy schools — to the full board.
On Title I supplemental services for eligible nonpublic schools, the committee moved several vendor amendments (Catapult Learning LLC; Kusanza Enterprises 2 LLC/DBA Sylvan Learning Center; Believed to Achieve Educational Services; Learn It Systems LLC) with a combined "not to exceed" total cited in the packet. Several members registered abstentions on particular items during voice votes; where recorded, the committee noted those abstentions but ultimately approved forwarding the items.
Most items were approved by voice vote to be brought to the full board; in at least one case a committee member recorded an abstention. No final contract signatures occur at committee: the motions were to move items to the full board for final consideration and action.
