Committee hears status reports on Hurricane Ida repairs, liquidated damages and FEMA coordination

Andy Positeri reported that the Central Lafourche/Thibodaux High School combination project is largely complete; remaining work focuses on structural steel repairs on roofs and completion of the gymnasium roof recover. Positeri said that as of July 11, liquidated damages were accruing for that contract and staff will work with legal and project teams to formulate a strategy to pursue/recover those damages.
Daniel Bruce reported the South Bush High School HVAC project is out for bid with responses expected March 6 and a budget estimate of about $6.4 million; Golden Meadow Lower Elementary School re-roofing work is five weeks into contract and shop-drawing and mobilization work is underway. Bob Benoit summarized multiple ongoing projects: construction documents and advertising timelines for Bayou Boeck Elementary, abatement and demolition completed on several sites, press-box paperwork awaiting FEMA determinations, and site inspections scheduled for BayouBlue Building 500 where mold infiltration required evacuations and FEMA site review.
Lead accountant Shasta Chasson gave a brief bond-status report: the 2017 bond referendum total is $19,700,000 with $17,900,000 spent and encumbered (all funds obligated); the 2021 bond is $52,000,000 with $41,300,000 spent and encumbered (all funds obligated).
Why it matters: the updates show where district repair projects stand, identify contractual exposures (liquidated damages) and clarify that several projects depend on FEMA or other external approvals for funding or final acceptance.
Next steps: staff will continue OAC meetings, pursue schedule and cost reconciliations with contractors, coordinate FEMA reviews where needed, and bring procurement recommendations back to committee when bid evaluations are complete.
