Policy committee forwards package of policy amendments to full Orleans Parish School Board

The Orleans Parish School Board Policy Committee on Dec. 16, 2025 voted to forward a broad set of policy amendments to the full board for consideration, moving items 3.1 through 3.5 and 3.7 through 3.12 to the full board by voice votes.
The package includes proposed changes to policies on recruitment (GBC), dismissal of employees (GBN), retirement (GBQ), employee conduct (GBRA), staff meetings and trainings (GBRD), special education advisory council rules (IDDFA), classroom cameras in special education settings (IDDFC), instructional materials (IFA), discipline (JD), expulsion reporting (JDE) and behavioral health services for students (JGCFA). Committee members said many items implement recent state statutory changes and are procedural referrals to the full board rather than new local initiatives.
Several members used the meeting to press for implementation details. A committee member asked whether changes tied to seclusion and restraint were required to be in place for the 2025–26 school year or could wait until 2026–27; a staff member responded that training and procedural language changes had already been provided, and that some schools had begun implementing the changes. On the cameras item, members raised concerns about unfunded mandates; one committee member said there had been an allocation of dollars and that a returning member could provide further detail.
"We actually have already provided the training and information during our special education leader convenings and have already modified the language as it relates to procedure," a staff member said, describing implementation steps already underway. Another committee member praised the student hearing office for reducing expulsions citywide, calling that progress a point of pride for the district.
All items were referred to the full board; no final policy adoptions occurred in committee. The full board will consider the amendments at its next meeting, per the committee's referrals.
