Board declines to advance proposed Director of MTSS and Resilience after motion receives no second

A proposal to approve a new district position titled Director of Multi-Tiered System of Support (MTSS) and Resilience failed for lack of a second at the Aug. 7 Taylor School District board meeting.
Administration presented the role as a retitling and expansion of existing responsibilities (the position would take over MTSS functions and resilience-coach oversight and support 31a compliance). The presentation described duties such as overseeing MTSS plans, supporting district academic, behavior and attendance goals, and coordinating resilience and trauma-informed practice.
When the chair asked for a motion to approve the new position, a motion was made but no board member seconded it; the chair announced that, "Without a second, motion dies." Staff and board members had asked and answered clarifying questions about funding sources, reporting lines and which current staff would have their roles changed.
Board discussion showed support for the functions but the item did not move forward as an action on Aug. 7; staff indicated they would proceed with related work through existing staff assignments and may return with a revised proposal.
