The Normandy Schools Collaborative board voted on June 10 on whether to renew a three‑year contract with insurance broker Richard K. Gaines & Associates. Administration recommended renewal, citing ongoing broker support for health‑plan coordination; several trustees, however, said unresolved enrollment and claims‑transfer issues remained from the prior year and asked that the broker or a representative appear to explain corrective steps.
Board members expressed concern about prior transitions between carriers in which past or former employees appeared on rosters and about whether staff and retirees were properly removed from coverage rolls. Administration said the district had worked with carriers and the NEA to address those problems and that monthly audits and adjustments produce credits where appropriate, but trustees requested more documentary evidence.
After discussion the board took a roll‑call vote on the three‑year renewal. The chair announced that a majority of trustees voted “no” and the proposed three‑year broker renewal failed. Trustees asked administration to invite the broker and carrier representatives to a forthcoming meeting (administrators suggested the June 24 budget meeting or an earlier briefing) and to document the enrollment/claims reconciliation work in writing so the board can review evidence before taking future action.
