Willmar council adopts meeting decorum rules, emphasizing respectful speech and enforcement steps

The Willmar City Council voted 8–0 to adopt a formal set of rules of decorum intended to keep meetings orderly while protecting free-speech rights.
City attorney Robert Scott told the council the draft rules are meant as a basic, practical tool for the presiding officer and participants. He described provisions that require attendees to avoid offensive or profane language, stay at the podium during public comment and disable devices that could disrupt proceedings. The rules outline an escalating enforcement sequence that can begin with warnings and lead up to removal from the meeting and law-enforcement involvement if necessary.
Scott emphasized the rules do not allow the council to police viewpoints: “In no circumstances will the content of anybody's message or viewpoint itself be a cause to be found in violation of these rules of decorum,” he said. The proposal also would add a notice on the sign-up sheet that speakers agree to comply with the rules when they choose to participate in the open forum.
Council discussion was brief; a councilmember asked whether similar policies exist in other cities and Scott replied that practices vary and the draft is intentionally basic. A motion to adopt the rules was made, seconded and approved by roll call 8–0.
Next steps: adopted rules will be implemented as written and the sign-in sheet for public comment will be updated to reference the decorum standards.
