Port St. Joe approves CEI contracts, accepts low bid for downtown waterline and signs Centennial Building change orders

The commission voted to approve those CEI services. The commission also approved a not‑to‑exceed $25,000 CEI task order for the Wake/Bridal field expansion; staff said much of the on‑site pipe work will be done by city crews but CEI oversight and DEP clearances remain necessary.
The commission accepted the low bidder for RFP 2024‑09 (downtown waterline replacement) and authorized proceeding with SRF funding to begin the work. "Staff recommends… going with the low bidder so we can get this thing moving based on that SRF funding," a staff member said during the presentation.
Commissioners also approved change orders 2 and 3 for the Centennial Building renovation. Staff said one change reduced an item and saved about $13,000; another added interior and exterior handrails and a new concrete entrance pad. The commission approved the change orders on a voice vote recorded as 5–0.
Why it matters: the combined actions move multiple public works projects toward construction and bidding, use grant and SRF funding, and advance renovation of a community landmark. The city plans a Centennial Building grand reopening on Sept. 27 as part of continued fundraising and use of the renovated space.
Next steps: staff will advertise bids where required, coordinate with DOT on plan reviews, and provide construction timelines to the commission.
