Port Richey — City staff told the City Council on Feb. 24 that a headwall and swale at the intersection of Ritchie Drive and Wilkins Street is failing and requires immediate replacement.
The city manager reported that cinderblock headwall elements are separating from their foundation, without rebar or an adequate footer, and that clearing the silt revealed the structure is leaning and at risk of collapse. "Our big concern is if we don't get after it as soon as possible, we may have a catastrophic failure there," staff said during the meeting.
Staff recommended an emergency purchase from the stormwater management fund and proposed S and C Signature Construction to perform a full rebuild at a cost of $31,300. Council moved, seconded and approved the emergency award by voice vote after staff confirmed a contractor was lined up and that the work would be paid from the stormwater fund.
City staff said photos and a building‑official memo documenting the urgent condition were included in the council packet and that new concrete bollards will be installed where decorative pieces had been removed. Work will proceed immediately to stabilize and rebuild the headwall and swale to protect the intersection from damage during wet conditions.
The purchase was processed as an emergency procurement and will be followed by construction oversight by public‑works staff.
