Superintendent Fuelling presented an informational update July 23 on the district's strategic plan, Empower Carson City 2027, and his 2024 goals. The report included fourth-quarter data and work the district expects to finish before the school year.
Key figures presented: 86.5% of district positions had at least three qualified applicants in the 2023-24 year (up from an 82.05 benchmark), and a point-in-time vacancy figure reached 2.84% compared with 7.2% in the 2022-23 year. Fuelling cautioned that vacancy rates are point-in-time metrics and said the district will report a winter snapshot for comparability.
Fuelling acknowledged a mistake in comparing staff-survey results across different instruments and said he will ensure consistent questions on future surveys. Trustees pressed for better ways to capture staff satisfaction beyond direct survey responses and to link satisfaction to retention and school performance indicators.
On volunteerism and participation metrics, the district reported a rise from 11.7% to 13.4% for the ratio of volunteers to total student enrollment, and staff described plans to use Infinite Campus to record co-curricular and extracurricular participation across grade levels.
Trustees praised the effort to focus goals and recommended adding consistent page headings and clearer benchmarks. Fuelling said staff will return with updated data in winter and again in October/November, and that some metrics (e.g., graduation/activity data) will be final after fall releases from state sources.
Next steps: staff will refine survey wording, integrate participation tracking into Infinite Campus, and provide periodic updates tied to the board's evaluation schedule.
