North Babylon board elects Matthew Luchetti president, approves superintendent contract and multiple appointments

The North Babylon Union Free School District Board of Education on July 1 completed its annual reorganization, electing Matthew Luchetti president and Heather Rowland vice president and approving a series of officer appointments and professional contracts.
Lucchetti was nominated and elected president by voice vote, then took the oath of office. Rowland was nominated and approved as vice president and also was sworn in. The board then confirmed a slate of district officers for the 2024–25 school year: Aaron Aristee as district clerk; Frank Bakke as deputy district clerk; Tiana Belacastro as district treasurer (bonded for $1,000,000); and Christine Mahone as deputy treasurer. The board authorized the treasurer to be the district’s sole signatory on checks, as noted during the motion to appoint the treasurer.
The board approved the appointment of Gercio & Gercio as district general counsel at an annual retainer of $66,500 and with the hourly rates specified in the resolution. Michael T. Kearns was approved as claims auditor; Naraki Smith, LLP was appointed external auditor and Colin Andanowski LLP appointed internal auditor for 2024–25.
In a separate motion the board approved a contract agreement with Kenneth E. Graham as superintendent of schools, effective July 1, 2024, through June 30, 2029, and authorized the board president to execute the agreement on the district’s behalf. The contract text and detailed terms were described in the motion and are part of the record.
Superintendent Kenneth E. Graham used his report to highlight end-of-year celebrations and to announce that the district will transition its website and communications platform to ParentSquare, asking staff and families to download the ParentSquare app. "ParentSquare will also be the new communication mode that we have," Graham said.
The board acted on omnibus items and approved the personnel actions report (Schedules A, B and C) dated July 1, and it approved a stipulation of settlement with an employee named in a confidential exhibit A, authorizing the board president to sign the agreement.
Most motions were approved by voice vote; the transcript records votes as "Aye" with motions carrying. The board closed the reorganization business and opened its regular meeting for July 1 before moving on to public participation and other business.
