A trustee (S6) recommended clearer language: "Perhaps they can read 'the district shall award the RN explicitly approved by the board on a given date a stipend of 1,000.'" Other trustees said the sentence was "murky" and suggested adding a named individual or a time limit for approval.
Action taken: Chair (S1) pulled the item from the consent agenda for separate consideration. Later in the meeting the Chair moved to amend the agenda to remove the CSEA MOA from consent and place it under old business. After a short discussion the Chair called a general vote and announced the motion carried.
Why it matters: trustees raised a governance concern about ensuring board-level approval is explicit and traceable for stipend payments tied to personnel. Several members said they preferred the district to explicitly name the RN who would receive the stipend rather than rely on a blanket wording that could be interpreted as automatic approval.
