City presents CIP quarterly update: 171 projects, 112 complete; key transportation and public-safety projects highlighted

Rick Hoffer, assistant director of public works, presented the city's third-quarter capital improvement program update at the Sept. 2 meeting.

Hoffer said the CIP currently lists 171 projects, of which 112 are complete. About 35 projects are in construction, 14 in design and 10 in planning. Transportation has the largest single budget line at approximately $13.2 million. Hoffer highlighted completed projects and those moving into construction: Southeast 3rd Street and Chapel Hill resurfacing changes, Southeast 1st Street design, Northeast 6th Street pedestrian crossing, Centennial Park site project, and the recently completed Gulfview, Meadows and MLK resurfacing projects.

Key upcoming work includes starting construction on Pioneer Park boat ramp (advertised for construction, anticipated start November 2025), Fire Station 3 design-build procurement (anticipated to begin next month), and Marine Complex design completed by April 2026. Hoffer also noted the Sand Castle joint project with utilities carries a $16.5 million grant.

Commissioners thanked staff for the detailed quarterly report and praised recent completions. No formal action was required; the report serves as an informational update and staff will continue project reporting.

"This is a listing of 9 of the general governmental projects, reflecting project status information," Hoffer said, summarizing progress across departments.

The commission did not vote on CIP items at the meeting; follow-up will proceed through the usual project management and procurement processes.
