City Commission adopts package of ordinances in unanimous votes; several items tabled

On the consent of the council, the commission adopted Ordinance 25-012, repealing section 16-44 of the city code that addressed gambling; Ordinance 25-014, which repealed several loitering provisions in chapter 15; Ordinance 25-015, which replaces the city's abandoned-property article and creates a foreclosed, vacant and unimproved property registration program; and Ordinance 25-017, which corrects legal descriptions and authorizes abandonment of specified right-of-way segments related to the Pierce development. The clerk read each ordinance into the record; no public commenters spoke on these items, and roll-call votes passed unanimously.
Commissioners also agreed, on motions from staff and legal counsel, to table several items for later meetings. Item 5a (appointments to the Historic Resources Preservation Board) was tabled at the city attorney's request while staff clarifies the waiver and application process. Staff further asked that item 8e be moved to Oct. 21, 2025.
A proposed first-reading ordinance (25-02021) to expand nonsmoking areas in city parks and parking areas was discussed but tabled so staff can return with clearer enforcement options and a date-certain for further discussion. Commissioners expressed concerns about enforcement practicality at events and in parking lots and directed staff to place the item on the Oct. 21 agenda as a discussion item.
