Several trustees warned the district could be the only taxing authority receiving a benefit while the town, village or county would not, effectively shifting the tax burden onto other local taxpayers over time.
"You're locking in at a rate and if over the next 15 years that assessment goes up, you're still locked in," one adviser (S4) said, urging caution. The adviser also described uncertainty about the final assessment because developers had discussed adding battery storage to the site, which could increase property value and change long-term tax outcomes.
Board members probed the language of the resolution and clarified that a prior board action in 1991 had opted the district out of participating in PILOTs; approving Norbert's resolution would have rescinded that prior opt-out. After discussion, trustees voted not to approve the Norbert Solar PILOT resolutions.
What happens next: district staff will notify the developer and municipal partners that the board will not pursue the PILOT; trustees asked for continued coordination with town supervisors and assessors on any future proposals.
