Board awards $2.43 million contract for Raymond Elementary HVAC upgrades

The RSU 14 board voted on Dec. 18 to award the Raymond Elementary School HVAC contract to Mechanical Services of Portland for $2,425,465.
Board member (mover) put forward the motion to award Mechanical Services as the apparent lowest qualified bidder. Administration explained the project is year 2 of a three-year plan to upgrade Raymond Elementary's HVAC system and noted specific infrastructure steps already completed (including three-phase power upgrades). The administration said the project will be funded through a mix of capital reserve and a lease-purchase agreement; the board was told the district currently has $65,000 budgeted this year for the required down payment to order equipment.
The Superintendent explained supply-chain lead times and that a 10-year lease purchase is anticipated to finance the remaining payments, with final allocations to be decided during the May budget meeting. "This will be paid for through reducing some of our unassigned fund balance, though through capital, which will be done at the May budget meeting," the Superintendent said.
After board discussion and questions about financing and timing, the motion carried on a roll-call vote with all present board members voting yes.
The contract award authorizes administration to proceed with down payment and contract execution to begin the procurement and construction phases for the HVAC work.
The board also discussed that similar capital needs (e.g., Manchester HVAC upgrades) have driven prior reserve use and that the finance committee will recommend how much capital reserve to designate to reduce budget impact.
