Banks SD 13 Board of Directors voted Aug. 12 to form a community bond oversight committee, authorize an architectural services agreement for bond projects and approve a budget amendment following the district’s July bond sale.
The action packed meeting followed the district’s successful bond issuance. A board member (S3) described the budget amendment as a technical reconciliation: “So what this resolution does is trues up, how much debt service we need in the 24, 25 year to cover general obligation bonds,” the board member said, explaining that the numbers changed once the exact bond sale figures were known. The board adopted the resolution on a voice vote.
Why it matters: the committee and contract are intended to provide outside oversight and professional planning as the district moves into the construction phase funded by the bond. The oversight committee’s charter (as presented) calls for a community panel that will report directly to the board and include at least five and no more than 10 members; the board directed staff to open an application process similar to the budget committee’s selection process.
