Participants cautioned that LWCF-funded projects can trigger prevailing wage requirements, domestic procurement (Buy American-like) conditions, cultural surveys, and design and bidding processes that may substantially increase total project cost versus a locally funded approach. A staff member suggested obtaining a quick cost estimate from a designer to assess feasibility before committing to the grant application.
Board members noted that even if the city secures grant money, certain facilities (including the splash pad bathrooms) are closed in winter and seasonal use or maintenance considerations should be factored into project planning. No formal decision to apply was recorded beyond initiating the application process and seeking a feasibility estimate.
