District to issue RFP for data warehouse to support MTSS and cross-building interventions

Mr. Cole outlined a request to release a request for proposals (RFP) to procure a comprehensive data warehouse to support the district's MTSS rollout. He said the district already partners with LinkIt (referred to in the record as Lincoln/LinkIt) for ad hoc analytics at an approximate cost of $25,000 and expects many vendors to propose higher-cost, more integrated solutions.
Cole said the district seeks comprehensiveness (a one-stop system covering screening, progress monitoring and intervention documentation), training and implementation support, high-quality dashboards for teachers and administrators, data-quality and archival migration services and streamlined integration with disparate district data sources. "One of the key components to an MTSS is a really high level data warehouse ... to allow us to have access to very robust data," he said.
He proposed an RFP release in October, vendor evaluations in early November and a board recommendation in December; the administration does not expect a full rollout this school year but aims to begin work with a vendor in the new year to prepare for implementation.
Board members asked whether LinkIt would be invited to submit a proposal (Cole said yes) and whether the system would be parent-facing (Cole said parent-facing outputs are typically handled by SIS/LMS, not the data warehouse). No procurement decision was made tonight; the board will consider an RFP release and a later recommendation.
