High-school closeout stalls as PECO gas-line work delays intersection finish

Mr. Lynch, who presented the high-school project closeout, told the board the general contractor has finished many punch-list items but larger items remain, including millwork and the second elevator. "Schindler has been on-site this week working on that second elevator," he said, adding that mechanical, electrical and plumbing contractors are largely closed out and warranty items remain.
Lynch said the district has held significant retainage on the Morrissey contract to ensure completion of outstanding work. He also described a sanitary manhole near the Red Lion Road entrance that requires lining and said Morrissey is coordinating with the township to bundle that work as a cost-saving measure.
A key remaining dependency is a PECO gas-line relocation along Red Lion Road. "We don't have a completion date pegged by PECO at this point, but we do have their commitment to do the work," Lynch said, noting the line has been marked and a PECO foreman is expected on-site for a walkthrough. Mr. McGuinn said state legislators have discussed including an offset in the governor's budget and that PECO personnel estimated a duration of "2 and a half weeks" to complete the relocation, though no firm schedule has been provided.
On interim operations, Lynch apologized for inconveniences caused by sensitive new fire-alarm devices and said technicians have adjusted detectors. He reported funds are being held to ensure completion of the masked arms and other finish work, and that once PECO completes its portion, the district can finish paving and close out the contract.
The district did not adopt a new action tonight; Lynch said the administration will continue coordination with PECO, the contractor and township officials and will update the board when PECO provides a firm schedule.
