High school project nears closeout; minor $1,000 intersection change order presented

Jamie Lynch, the district’s project representative, told the Lower Moreland Board of School Directors the high school construction is close to final accounting and closure. He said the gas-line relocation is roughly 90% complete and a final service transfer is expected Nov. 7. Lynch reported that flashing beacon arms and the new school signs were installed ahead of schedule and that remaining sanitary and punch‑list items are largely paperwork and contractor follow‑ups.
Lynch outlined the remaining pavement work on two driveways: one serving the high school and one serving Valley Center Park. He said crews will mill each driveway (one day) and perform two days of paving, coordinating work around school arrival and dismissal times. He noted schedule risks remain — principally weather and final coordination with PECO — but expressed confidence the contractor Morrissey is cooperative and aiming to complete the work before cold weather sets in.
On costs, Lynch said the project budget as shown to the board includes a contingency of $609,000. He told the board he expects to bring a final accounting and closeout recommendation at the district’s December meeting and that he anticipates a small credit back to the district (on the order of $10,000).
Separately, Lynch identified one small correction to a previously approved change order for the temporary pedestrian crossing signal: a $1,000 clerical error that would adjust Morrissey’s balance via another change order. The change-order amount was described to the board as $1,000 to correct the clerical issue; the presented total for intersection-related changes was roughly $61,000 "and change," according to Lynch. The board asked for clarifications on open change orders (Lynch said there are 12 open change orders under review, including both credits and additions) and when the certificate of occupancy will be issued (Lynch said the CO is upcoming and that the district should have a final number before the end of the year).
The board did not record a formal vote on the change order in the transcript; the $1,000 correction was presented for approval as part of the board packet.
