Board weighs facility options as district eyes construction bond in coming years

Superintendent Jennifer told the Philomath SD 17J board that the district is beginning comprehensive facility planning because a construction bond five years from now would require deliberate present‑day choices. “The notion of looking to a construction bond in 5 years is like tomorrow,” she said, urging the board to avoid piecemeal updates that could undermine future options.
Jennifer outlined options under consideration: targeted repairs, renovation of existing spaces, purchasing or leasing short‑term community space, or building new facilities if feasible. She warned that fluctuating material costs and bonding capacity mean the district must balance current maintenance, reserve funds and grant opportunities so funds remain available when a bond is proposed.
Board members and staff discussed specific constraints: the district office lacks a dedicated boardroom, modular classrooms raise restroom and supervision issues, and the district is holding funds from the sale of the Kings Valley facility and has a maintenance reserve. Trustees asked staff to consider the community’s willingness to support a bond when a large share of a proposed project’s beneficiaries could be out‑of‑district students.
Jennifer said district staff will continue strategic planning and report back; Joey (facilities director) is scheduled to follow up next month with more detailed options and cost implications.
