Oley Valley School District trustees on April 14 approved an updated Act 93 Administrative Benefit Agreement that expands certain retirement and leave conversion options for administrators.
Supporters said the changes were negotiated to improve retention of top administrators and to “future‑proof” the agreement so the district would not need repeated amendments if new administrative positions are added. An administrator told the board the changes were made "in the spirit of retention," arguing that keeping consistent administration reduces disruptive turnover and benefits students.
One board member who reviewed Act 93 provisions from nearby districts said the new agreement increases maximum retirement health‑care payments (from a single year historically to up to three years at a higher annual cap) and broadens options for converting unused leave. That member also compared tuition reimbursement limits and noted changes in transferable vacation-day rules, saying some provisions differ from what other districts permit.
Board member concerns were answered in part by other trustees and district staff, who said the agreement did not create new positions but anticipates future roles and that the changes were designed to be fiscally prudent compared with the cost of repeated turnover. The board received clarifying details in the meeting packet and a staff explanation outlining how personal days can now be converted to contributions to retirement accounts rather than being used or lost.
After discussion the board approved the motion on a roll‑call vote. The motion was moved and seconded and carried by majority vote; several trustees recorded opposing votes during the roll call.
The agreement will take effect as the district implements its administrative compensation and benefits program; the board thanked staff and the administrators present for their work in drafting the document. The meeting then proceeded to other agenda items.
