The Tuscaloosa City finance committee authorized staff to apply for the FY25 Enhanced Collaborative Model (ECM) federal grant to support the West Alabama Human Trafficking Task Force.
A presenter explained the federal request would be $550,000 with a local 25% match of $137,500 (a 75/25 federal-local split). The presenter and Miss Standridge said Tuscaloosa Police Department (TPD) salaries can be used as the local-match component. "It is a 75% federal, 25% local match, and TPD salaries can be used as the local match component," the presenter said. Committee members asked whether the task force will remain under TPD oversight after it moves to a new location; presenters confirmed TPD will continue to staff the unit.
The presenter said the majority of the funding would be used for an administrative staff member and training to certify task-force members, and that funds could pay for office equipment and other personnel costs. After discussion, a committee member moved and another seconded authorization to apply; the committee approved the motion by voice vote.
The authorization allows staff to submit the ECM grant application; if awarded, the city will be required to provide the local match (which staff said could be met in part by TPD salaries) and to manage grant-funded personnel and training.
