The council approved a professional-services agreement to perform a jurisdictional delineation for the Rosewood/Lynnwood Drainage Improvements project.
Staff (speaker 5) said the delineation will determine whether ponding water and plant/soil conditions in the project channel qualify as waters of the United States and therefore require Clean Water Act permitting and coordination with the U.S. Army Corps of Engineers. Staff described the step as preliminary and necessary before engineers can complete a final design and identify mitigation or rerouting needs.
"It's kind of a preliminary step before we get into the design of this project to make sure we're in compliance," the presenter said, noting that if the feature is jurisdictional it would affect permitting and project approach. Council asked clarifying questions about how old prior improvements were and whether the current work would remove water; staff emphasized the delineation is an evaluation, not an immediate removal plan.
The council approved the agreement by motion and voice vote.
