The Sanford School Committee on Nov. 17 approved several fiscal and operational items: a long-term substitute pay rate for EdTech 3 positions, a five-year fixed-rate natural gas supply contract, and a unanimous vote to wait for Harvard Pilgrims FY2027 renewal numbers before initiating a market RFP for health insurance.
Long-term substitute rates: Administration proposed adding a long-term substitute pay rate for EdTech 3 to align with teacher substitute methodology. The committee approved the change; administration said the new rate for EdTech 3 will be calculated similarly to teacher long-term sub rates (figures presented in the meeting materials).
Natural-gas procurement: The district solicited bids for natural gas supply with terms ranging from 12 to 60 months. Cheryl Fournier presented results and recommended a 60-month agreement with NRG to stabilize the districts supply cost. The committee approved the 60-month NRG contract at a fixed supply rate the administration summarized as approximately $0.731 per thermal, with the delivery charge unchanged.
Health-insurance procurement: Benefits consultant Acadia Benefits and staff outlined three options for FY2027 health-insurance procurement: a capabilities-only RFP, a capabilities-plus-rates RFP, or wait for Harvard Pilgrims renewal before deciding. Committee members emphasized the complexity of retiree-billing requirements and the narrow quoting window carriers provide. After discussion, the committee voted unanimously to wait for Harvard Pilgrims renewal (expected in February) before pursuing market quotes, citing timeline alignment with the budget calendar.
Financials and personnel: The committee accepted the September 2025 financial report; staff explained timing differences and a debt-payment item that affected year-to-date variances. The committee also approved announced resignations, appointments and staff transfers, including a health-occupations teacher appointment at the Sanford Regional Technical Center and the return of a gifted-and-talented elementary teacher.
Chair and staff thanked Cheryl Fournier and the business office for bid work and financial reporting; members noted the short window for insurance market quotes and the trade-offs involved in seeking competitive bids.
