Child support director reports mixed performance: some benchmarks met, current-collection target missed

The child support director briefed the committee on quarterly performance, staffing and revenues on Feb. 5.
The director said maternity-establishment closed the quarter at 96.28%, above the 90% benchmark, and court-order establishment was roughly 93.5%, exceeding a 80% benchmark. Current child-support collection finished the year at 74.72%, below the 80% target but above the statewide average of 72.91%. The director said arrears collection (a metric that resets Oct. 1) was 60.26% as of Dec. 31.
The office reported 754 active child support cases. The director said a clerical assistant position remains vacant; they plan to repost the position now that a new HR director has been hired. The agency also received a performance payment of just over $11,000 and later recorded an additional payment of $41,466 that will be posted back to 2025, the director said.
Committee members asked for clarification about the performance payment and causes of lower collections; the director cited employment loss, incarceration, substance abuse and interstate enforcement challenges as common drivers of nonpayment.
No committee action was taken; the director said they would work with HR on reposting the clerical vacancy.
