City staff briefed the Lucas City Council on a proposed update to the wholesale water contract with the North Texas Municipal Water District and the council authorized multiple infrastructure actions at the Feb. 19 meeting.
Water contract: Patrick Hubbard described a multi‑year contract negotiation with the North Texas Municipal Water District (NTMWD) that updates how rates are calculated (the contract sets rate methodology, not actual rates) and creates a five‑year rolling average to establish annual minimums. Council members expressed support for joining the new contract structure to establish a legacy rolling average that could benefit Lucas as subdivisions come online. Council asked staff to return the final contract for approval.
Osage Lift Station: Staff requested authorization for a contract modification to address uncovered deterioration discovered during construction. The change order was presented at $84,358, and staff asked to appropriate $42,920 from unrestricted water fund reserves to replenish contingency. Council approved the modification and appropriation.
Crack sealing: The council authorized the city manager to negotiate and enter into a contract with Curtco (as in prior years) for asphalt crack sealing across the city in an amount not to exceed $100,000 from the road improvement account; staff said the work will target newer pavement sections first to preserve asset value.
Aztec Trail: Council approved dedicating funds for road improvements on Aztec Trail with a not‑to‑exceed amount of $275,966. Staff noted this is a shared road and discussed options to use the road maintenance fund with potential supplemental transfers from reserves once pavement condition data (NEXCO) is available.
All four infrastructure actions were moved, seconded and approved during the meeting; staff will return details, contract documents and budget adjustments to council as needed for final execution.
