NDOT proposes all‑way stop at County Road 40/State Road 1; commissioners to send concurrence

District traffic engineer staff told the DeKalb County Board of Commissioners the intersection of County Road 40 and State Road 1 has a history of crashes and recommended making the intersection an all‑way stop with supplemental safety measures including oversized stop signs, reflective sheeting, stop head signs, rumble strips and temporary message boards.
A county agency official presented crash data and said the proposed configuration would require State Road 1 traffic to stop. Commissioners and city representatives from Butler reported community concern and indicated they would support NDOT's plan. The city police and fire departments previously sent letters in support, and commissioners agreed to prepare a concurrence letter to NDOT.
The board asked staff to coordinate with NDOT and local officials on messaging and planned a follow‑up to confirm that NDOT's proposed mitigations (rumble strips, signage and public notifications) will be implemented to minimize driver confusion and ensure safety.
