DeKalb County commissioners voted to contract with BCA to begin assessments tied to a $500,000 brownfields grant awarded through the EPA.
County staff and BCA representatives described the grant as a four-year award to fund environmental assessments across multiple sites in the county. The funding primarily supports Phase I site assessments (the county estimated a Phase I typically runs about $2,000–$3,000 per site) and provides a limited ability to fund Phase II investigations or remediation on selected properties.
Staff said the EPA holds the funds and reimburses on a draw basis as consultants submit bills for work performed; the county is the applicant and will administer the draw process. County economic development staff said they will coordinate with municipalities, rely on BCAs technical experience to prioritize candidate sites and work through the local economic development partnership for grant administration.
The board discussed outreach to municipalities and procedures to allow towns to nominate potential brownfield sites. Commissioners expressed support for at least identifying municipal candidates for Phase I assessment by the end of the year and for ensuring broad opportunity for municipalities to participate.
The contract passed by voice vote.
