The North Richland Hills Planning & Zoning Commission on a 5–0 vote recommended approval of a special-use permit for an event center proposed at 7620 Northeast Loop 820, sending the item to City Council for consideration on Jan. 12.
Frank Beneshai, the applicant, told the commission the venue — called The Hills — would be a 4,712-square-foot indoor facility with about 3,500 square feet of open event space designed for 100–150 guests. “Our vision is to become the premier midsize event venue in DFW, celebrated for its elegance, versatility, and ability to create unforgettable experiences,” Beneshai said.
Corey, the city planner presenting the staff report, said the development-review committee recommended approval subject to limiting the venue footprint to under 5,000 square feet, prohibiting outdoor amplified sound and requiring compliance with applicable fire, accessibility and health regulations. Corey noted the applicant’s suite is roughly 4,700 square feet and that parking is shared on the commercial site, which staff believes can accommodate peak event demand.
Beneshai said there would be no on-site grease-producing cooking and that beverage service would be provided by TABC-certified servers; alcohol would not be stored on-site outside event dates. “All entertainment and amplified sound will remain indoors only, and we will follow all noise regulations,” he said.
Commissioners asked about other late-hour tenants on the property and whether fire-marshal capacity and parking would be sufficient. Corey said the site is surrounded by commercial uses with ample shared parking and that fire-marshal review will confirm occupant load. The development-review committee recommended the 5,000-square-foot cap to ensure the approval applies only to the specific suite on the site.
There were no public speakers on the item. Commissioner Mike Kirby moved to recommend approval; Kyle seconded, and the motion passed 5–0.
The council will consider the SUP at its Jan. 12 meeting.
