North Richland Hills City Council on Oct. 13 approved a slate of routine and business items including special-use permits, professional services contracts and recognition items during its regular meeting.
Accessory and commercial permits
- 9200 Martin Drive (Ordinance 39-28): Council approved a special-use permit allowing an existing detached accessory dwelling unit (ADU) larger than the by-right size and located farther than the standard distance from the primary house. The applicant said the unit will house an elderly relative and that utilities and drainage were brought into compliance; Planning and Zoning recommended approval 7-0. The council voted 7-0 to adopt the ordinance.
- 5105 Commercial Drive (Ordinance 39-29): Council approved a special-use permit for Avid Roofing and Waterproofing to use a 9,500-square-foot building for an office and warehouse/storage, subject to fencing, lighting and screening improvements; P&Z recommended unanimous approval and council adopted the ordinance 7-0.
- 6809 Little Ranch Road (Ordinance 39-30): A special-use permit for a 2,400-square-foot detached accessory building at a 1.8-acre site was approved after staff noted required driveway improvements and P&Z recommended approval; council vote was 7-0.
Contracts and awards
- Restaurant rewards program: Council authorized a professional services agreement with Blue Dot Technologies Inc. not to exceed $104,740, including $100,000 for customer rewards, to continue the city's restaurant-rewards program (one-year term). Staff reported strong participation metrics from the pilot year and council approved the contract 7-0.
- Veterinary services for the Bridal Adoption Center: Council awarded bid 25-034 to Relief Services for Veterinary Practitioners (RSVP) for in-shelter spay/neuter, rabies vaccinations and wellness care, authorizing the city manager to execute a one-year contract not to exceed $76,000 with four annual renewal options; council vote 7-0.
Recognition and administrative actions
- Volunteer recognition: Chief Garner recognized a long-serving VIP (volunteer in police service) coordinator for surpassing 30,000 volunteer hours; the mayor and Acting Comptroller Kelly Hancock presented the city's "Transparency Stars" recognitions to staff for traditional finances and debt obligation reporting.
