Council awards contracts for North Richland Boulevard rebuild, preventative overlays and a pump‑station generator

At its Sept. 8 meeting the North Richland Hills City Council approved multiple capital contract awards covering major road reconstruction, citywide preventative overlays and a utility generator.
Staff recommended awarding the North Richland Boulevard reconstruction (SC2401), a bond-funded full‑depth pavement, utility and pedestrian project from Holiday Lane to Davis Boulevard, to DDM Construction Corporation for $4,208,041.50 including Alternate 1 (full sidewalk replacement). The contract contains three progress milestones and a 470‑calendar‑day completion schedule; funding is in the previously approved 2020 bond program.
Council also approved a preventative street maintenance asphalt overlay contract (RFB25‑022) to Pavecon Public Works LP for $2,051,900 to complete the remaining overlay segments in the 24/25 program; staff said Pavecon had already completed 35 of 78 segments and remains on schedule. Finally, council awarded RFB25‑025 for installation of a permanent generator at a comp pump station (project UT2403) to Technic LLC for $672,000, with funding included in the adopted capital budget.
All three awards were approved 7–0. Staff said preconstruction scheduling would begin shortly and that communications (Everbridge text updates and project notices) will be used to inform residents about closures and milestones.
