Representative Eric Gessler introduced HB 13‑82 to address mismatches in how University System of Georgia (USG) and Technical College System of Georgia (TCSG) institutions award credit for veterans' military training. The bill would (1) apply existing TCSG language to USG to encourage awarding credit for military service, (2) authorize both systems to use Joint Service Transcripts (JST) to award academic credits, and (3) require development of a public guide listing which military courses may be awarded credit under ACE recommendations.
Gessler said he has been working with USG staff on a substitute that would encourage the Board (in collaboration with the Department of Veterans Services) to develop a publicly available database of courses for which institutions have previously awarded credit based on military service.
Committee members asked whether awarding credit reduces tuition burden for veterans and whether JSTs already exist. Sponsor and others said JSTs are produced today, that ACE recommendations are already used in many circumstances, and that awarding recognized credit can reduce tuition costs and speed veterans' educational progress. Representative Brown observed that accepted credit can reduce the number of classes veterans must pay for.
Representative Gessler said he will work with USG and TCSG and bring a substitute; staff will invite system representatives to address implementation details at a future hearing. No vote was taken.
Next steps: sponsor to produce a substitute with LC changes requested by USG and invite system officials to testify.
