Commissioners authorize countywide space-study RFP with edits; request options and alternates
Summary
The board approved sending an RFP for a countywide space study, asking that the scope emphasize evaluation and recommended solutions (staffing, operational costs) rather than mandatory detailed design, and to include optional pricing for newer facilities as alternates.

Commissioners reviewed and revised a draft RFP for a countywide space study and authorized staff to send the RFP with those edits.
Commissioner (speaker 2) urged the study include every building and county-owned parcel so the final deliverable would be a comprehensive inventory the county could use for long-term planning. Other commissioners suggested separating newer facilities (highway, community corrections, dispatch) as optional alternates rather than included in the base scope to keep initial bids comparable.
The board clarified scope language: remove a requirement that the vendor provide full design schedules and construction engineering in the initial scope, and instead ask for recommended solutions with cost and staffing estimates for each option. Commissioners also discussed whether to attach a land-parcel list; they agreed the auditor's parcel list could be referenced and appended where helpful.
After edits, a motion to send the RFP as revised carried by voice vote. Staff will post the RFP, accept bids, and return with the bids and proposed contract language for commissioners to evaluate.
