Staff lays out 60 recommendations to speed permitting and inspections

City planning staff presented findings from a permitting operational-efficiency study conducted by Matrix, telling the Planning and Zoning Commission the review produced about 60 recommendations intended to streamline plan review, inspections and related development services.
Corey summarized the review method: interviews with nearly every relevant staff member, process mapping of common application types, thousands of user surveys and peer benchmarking. “Altogether, we received 60 individual recommendations,” Corey said.
Examples staff highlighted include: creating a formal civil engineering permit in the permitting system to improve documentation and reporting of resubmissions; establishing criteria for mandatory pre-application review where appropriate; implementing a training program and an internal development-technology committee to manage software changes; enabling reinspection requests in the online workflow; publishing checklists for common submission types; updating public-notice sign content; and considering delegating plat approvals to staff where allowed by state law.
Staff cautioned some recommendations have budget implications or require multi-year implementation; commissioners encouraged balancing efficiency with the high customer-service scores the study reported. Staff said follow-up prioritization and phased implementation will continue and more detailed items will be returned to the commission for review.
