Council endorses JLL as PCDC owner's representative but asks for PSA review

Pflugerville City Council voted to approve the PCDC's recommendation to select Jones Lang LaSalle (JLL) as the owner's representative for the Project Nexus/PCDC effort, authorizing staff to negotiate a professional services agreement.
PCDC presenters said six firms responded to the RFQ and that JLL scored highest on the committee's rubric, citing the firm's commercial platform and internal tools. "They have their own internal software that deals with commercial development," a PCDC representative said in explaining why JLL rose to the top.
Several council members voiced a preference to have a JLL representative present and asked that the PSA and final scope of services be returned for review prior to final contract approval. One councilmember said they would support the selection "as long as you bring somebody back and bring the PSA back, along the lines of what Councilman Weiss suggested." Staff confirmed that the PSA would come back for additional approvals and that the PCDC board and then council would need to approve final contract terms.
Council approved the motion to endorse JLL and to authorize negotiation of a PSA; multiple members asked staff and PCDC to coordinate the scope of services with city staff before the PSA goes to the PCDC board so the final agreement is vetted prior to council action.
