Board approves policy change requiring FAFSA completion for class of 2028 with waivers available

The Midland Public Schools board on July 21 approved a summer policy update that amends academic-credit policy 5.409 to require students in the class of 2028 to complete the FAFSA (Free Application for Federal Student Aid) as a graduation requirement, effective with that cohort.

The district's presenter described the rationale as increasing student access to postsecondary financial aid and said the change is intended to be supportive, not punitive. "I want you to hear from me that that will not be a barrier to graduation for students," the presenter said, noting there will be a parent waiver and a district exemption where administrators can document a good-faith attempt to assist a student in completing the application.

Administration also said the policy update would be accompanied by enhanced career-counseling and educational development planning so students can better understand postsecondary pathways and the benefits of FAFSA completion. The board approved the recommended changes by voice vote.

The policy text included explicit provisions allowing a parent waiver and district exemption so that FAFSA completion would not prevent a student from graduating if they or their family opt out or cannot complete the form despite district support. The district said staff will expand counseling and outreach to increase completion rates and help students identify other financial-aid options when appropriate.

The policy change was presented as part of routine summer updates and will be included in the district's published policy materials for public review.
